LMIA-Exempt Work Permit Programs in Canada

Not all Canadian work permits require a Labour Market Impact Assessment (LMIA). Under the International Mobility Program (IMP), Canada allows certain foreign nationals to work in Canada without an LMIA when their employment provides economic, social, cultural, or reciprocal benefits, or is supported by international agreements.

At Ann Arbour Consultants Inc., we assess eligibility, identify the correct exemption code, and prepare fully compliant LMIA-exempt work permit applications for both employers and foreign workers.

What Is an LMIA-Exempt Work Permit?

An LMIA-exempt work permit allows a foreign national to work in Canada without the employer proving labour market shortage.

However, LMIA-exempt does not mean unregulated. Employers must still:

  • Submit an offer through the Employer Portal
  • Pay the $230 compliance fee
  • Meet all wage, duty, and compliance requirements
  • Be prepared for audits under the IMP

LMIA-exempt permits are usually employer-specific, though some categories issue open work permits.
