A valid Permanent Resident (PR) card is required for permanent residents who want to re-enter Canada by commercial carrier. If your PR card is expired or expiring, you must apply for renewal — but renewal is not automatic. Immigration, Refugees and Citizenship Canada (IRCC) reviews whether you continue to meet your residency obligation before issuing a new card.

To qualify for a renewed PR card, you must:

  • Still hold permanent resident status
  • Be physically in Canada at the time of application
  • Meet the residency obligation (minimum days in Canada)
  • Provide clear, consistent travel history
  • Present acceptable ID and photos
  • Have no ongoing removal orders or inadmissibility issues

You must be physically in Canada to submit a PR card renewal — IRCC does not allow renewals from abroad.

The PR Residency Obligation – 730 Days

To maintain PR status, you must be physically present in Canada for at least 730 days (2 years) within the last 5 years.

IRCC counts the following days toward your residency:

Physical presence in Canada

Each 24-hour period inside Canada counts as 1 day.

Accompanying a Canadian citizen spouse/parent abroad

You may count days outside Canada if you traveled with your Canadian citizen spouse or parent.

Employment with a Canadian company abroad

If assigned overseas by a Canadian business or the Canadian government.

Accompanying a PR who is employed by a Canadian company abroad

Applies in limited situations.

If none of these apply, time outside Canada does not count toward the residency requirement.

The PR Residency Obligation – 730 Days

What Happens If You Do NOT Meet the Residency Obligation

This is where many people face challenges. If IRCC suspects you have not met the residency requirement:

IRCC may start a status review

If IRCC concludes you do not meet the requirement, they can:

  • Refuse the PR card renewal
  • Begin proceedings to revoke your PR status

However — you still remain a permanent resident until the full process is completed and all appeals are exhausted.

This is why professional guidance is critical.

IRCC may request additional documentation, explanations, or supporting evidence.

What If You Have Been Outside Canada for a Long Time?

If you have been away for an extended period, your situation requires strategic handling. You still have options.

Scenario 1: You are in Canada now, but short of 730 days

You may still apply, but it must be done carefully. We prepare submissions that explain:

  • Reasons for your extended time abroad
  • Humanitarian or compassionate grounds (if applicable)
  • Family circumstances
  • Travel limitations (medical, caregiving, emergencies)

We assess whether renewal is advisable now or whether to wait and accumulate more days.

Scenario 1: You are in Canada now, but short of 730 days

Scenario 2: You are outside Canada and do not meet the 730-day requirement

You cannot renew a PR card from abroad, but you may apply for a:

IRCC will evaluate your residency obligation before allowing re-entry.

If you do NOT meet the residency requirement:

  • You can request consideration on Humanitarian & Compassionate grounds
  • You may still be allowed to keep PR status if circumstances justify your absence
