The province has now opened the Expression of Interest (EOI) intake for the newly launched Ontario Workforce Priority Stream (OWPS), allowing eligible foreign workers and employers to begin registering under the province's redesigned immigration program.

Ontario's New Immigration System Is Now Live

Earlier this year, Ontario announced that it would completely redesign the OINP by replacing its previous immigration streams with a new structure focused on labour market needs.

Following months of anticipation, the province has now officially opened intake for candidates wishing to register an Expression of Interest under the new Ontario Workforce Priority Stream. Eligible employers and workers can now begin the registration process through the updated system.

For many applicants, this marks the beginning of a new route toward Canadian permanent residence.

 

What Is the Ontario Workforce Priority Stream?

The Ontario Workforce Priority Stream is Ontario's new employment-based immigration program.

Instead of operating several separate Employer Job Offer streams, Ontario has consolidated them into one streamlined program with three pathways:

  • TEER 0–3 Pathway – for higher-skilled occupations
  • TEER 4–5 Pathway – for essential and lower-skilled occupations
  • Self-Employed Physician Pathway – for eligible physicians practising in Ontario

The redesign aims to simplify the provincial nomination process while giving Ontario greater flexibility to address labour shortages across different sectors.

 

Who Can Apply?

The new pathways may benefit individuals who:

  • Have a full-time permanent job offer from an eligible Ontario employer
  • Meet the work experience requirements
  • Meet the language requirements
  • Meet the education requirements (where applicable)
  • Intend to live and work permanently in Ontario

Eligible self-employed physicians may also qualify under a separate pathway without requiring a job offer.

Every applicant must satisfy the specific eligibility criteria applicable to their pathway.

 

Understanding the Expression of Interest (EOI)

Opening of the portal does not mean permanent residence is granted immediately.

The process generally works as follows:

  1. Register an Expression of Interest (EOI)
  2. Receive an invitation from Ontario (if selected)
  3. Submit a complete OINP application
  4. Receive a provincial nomination
  5. Apply to IRCC for Canadian permanent residence

Only candidates who receive an Invitation to Apply (ITA) can move to the provincial nomination stage.
